Frank H. Stolba III joined Richardson Plowden in the Columbia office as an associate attorney in 2025. He focuses his practice in General Litigation and Construction Law.
Mr. Stolba earned his Juris Doctor from the University of Alabama School of Law in 2025 and his Bachelor of Arts, summa cum laude, in Organizational Leadership from Arizona State University in 2022. In 2015, Mr. Stolba earned his Associates of Arts Degree, with honors, from the Defense Language Institute in Monterey, California, where he studied Arabic-Levantine.
Prior to practicing law, for nearly 10 years, Mr. Stolba served in the United States Navy where he was a Direct Support Senior Operator, Department Leading Petty Officer, and Lead Technical Trainer. During his time in the Navy, Mr. Stolba gained significant deployment experience as a target expert for multiple tactical missions. He was responsible for language processing, sensitive threat-tipping and analysis, and reporting in direct support of tactical elements and strategic objectives.
While transitioning to the practice of law, Mr. Stolba worked as a judicial intern for Chief Judge L. Scott Coogler, of the United States District Court, Northern District of Alabama, while obtaining his law degree. He also participated in legal extern programs, to include two with the Department of Justice, and was selected for the 2025 Attorney General’s Honors Attorney Program for the Department of Justice’s Federal Bureau of Prisons.
Mr. Stolba is a member of the South Carolina Bar. He has received numerous service achievements from the Navy, including three Navy Medals for Expeditionary Achievement, among others. He has contributed to two publications: Russian Mass Destruction of the Natural Environment in Ukraine and Russian War Crimes Against Ukraine. Mr. Stolba is fluent in Arabic, including the Levantine and Iraqi dialects.
